Catherine LalumièreCatherine Lalumière

President of the Association

Catherine Lalumière, former Secretary General of the Council of Europe and former Vice-President of the European Parliament, has presided over the Association of the Schools of Political Studies of the Council of Europe since 2008.

She is also the President of the Maison de l’Europe of Paris as well as of the French Federation of the Maisons de l’Europe. She was the Vice-President of the European Movement International. For many years, Catherine Lalumière has been involved in building Europe, always looking to establish contacts and to maintain dialogue between Europeans.

 

Jack HanningJack Hanning

Secretary General

Secretary General of the Association of the Schools of Political Studies since July 2008, Jack Hanning was educated at Malvern and Oxford and is fluent in four languages. He has devoted all his working life to Europe, first in education, translation and journalism, and then as a senior official.

At the Council of Europe, he was head of the Communication Department before becoming the Organisation’s Director of External Relations. He has taught at Strasbourg University and at the University of Syracuse. He is now the Representative of the European Movement International in Strasbourg and a consultant in international relations.

 

Nawel Rafik-ElmriniNawel Rafik-Elmrini

Vice-President

Lawyer specialised in intellectual property and industrial property, Nawel Rafik-Elmrini is Deputy Mayor of Strasbourg in charge of European and International affairs, twinning and decentralised co-operation. She is in charge of the new Partnership Agreement, signed in May 2010, between the Council of Europe and the City of Strasbourg. Since 2010, she is also a member of the Congress of Local and Regional Authorities of the Council of Europe.

Committed to the values of democracy, human rights and the rule of law, Nawel Rafik-Elmrini, from the beginning of her political mandate, has "pleaded" the cause of Schools of Political Studies. In June 2010, she was elected Vice-President of the Association of the Schools of Political Studies of the Council of Europe.
 

Pascal Mangin

Vice-President

Pascal Mangin has hold the office of the Vice-President of the Association of the Schools of Political Studies of the Council of Europe since 2011.
 
Former Vice-President of the Urban Community of Strasbourg in charge of International and Cross-border Relations and European Affairs, he was reelected Municipal Councillor in Strasbourg in 2008 and has been a Regional Councillor since 2004. He also sits in the Congress of Local and Regional Authorities of the Council of Europe.

Pascal Mangin joined the cabinet of Philippe Richert, Minister Delegate in charge of Local Authorities, in 2010.
 

Igor KogutIgor Kogut

Treasurer

Treasurer of the Association of the Schools of Political Studies since June 2010, Igor Kogut is a Ukrainian political analyst, specialised in civil society and democratisation, governmental reforms, parliamentary government and legislative processes.

Over the last decade, he has become a national public figure leading many civic campaigns: the All-Ukrainian Public Monitoring Committee during the 2002 parliamentary elections, the coalition "New Choice 2004" during the presidential election, the campaign "Conscious choice 2006" during the parliamentary elections and the project "Strategies for the modernisation of the country” in 2009.

Since 2000, Igor Kogut is the Chairman of the Board of the Agency for Legislative Initiatives of Kyiv, a Think Tank specialising in parliamentary and legislative issues, and Editor in Chief of the “Parliament Journal”. Since 2005, he is also the Director of the School of Political Studies of Ukraine.
